On-Farm Emergency Water Infrastructure Rebate Scheme

A rebate is available to drought affected farmers who invest, or have invested since 1st July 2018, in urgently-needed on-farm water infrastructure that addresses animal welfare needs and improves resilience to drought. The scheme provides a one off 25 per cent rebate up to $25,000 to eligible primary producers.

Eligible water infrastructure includes:

  • Pipes
  • Water storage devices such as tanks and troughs associated with stock watering
  • Water pumps
  • Permanent repairs to fixed infrastructure (e.g. repair piping)
  • Drilling of new stock water bores and associated power supply such as generators, desalination plants
  • Desilting works of existing stock and domestic dams, where you can demonstrate that area of the property does not have access to suitable groundwater
  • Other materials or equipment necessary to install the above excluding purchase of machinery
  • Any freight component to purchase and install the equipment
  • The professional installation costs to install the water infrastructure.

The Scheme is available for the purchase and installation of emergency water infrastructure for livestock located in the following local Government Areas:

Alpine, Benalla, Buloke, Campaspe, East Gippsland, Gannawarra, Greater Bendigo, Greater Shepparton, Hindmarsh, Horsham, Indigo, Loddon, Mildura, Moira, Northern Grampians, Strathbogie, Swan Hill, Towong, Wangaratta, Wellington, Wodonga, Yarriambiack.

Export Market Development Grants (EMDG)

The EMDG scheme is a key Australian Government financial assistance program for aspiring and current exporters. The Scheme encourages small- and medium-sized Australian businesses to develop export markets and reimburses up to 50 per cent of eligible export promotion expenses above $5,000 provided that the total expenses are at least $15,000.

Dairy Farmers – Energy Investment Grant

This grant supports projects on dairy farms that will improve energy efficiency which may reduce energy costs and boost energy productivity. The grants will do this through actions such as the purchase and installation of equipment that improves the energy efficiency or enables own-generation capacity.

The grant is available to eligible primary dairy producers without the need for an On-farm Energy Assessment, and are only available for the following items:

  • Solar Photovoltaic systems up to 20kW;
  • Variable speed drives on pumps and/or compressors;
  • Thermal heat recovery systems;
  • LED Lighting upgrades;
  • Improving pre-chilling of milk, i.e. ice bank/plate coolers, heat exchangers and evaporative coolers;
  • Electronic control valves;
  • Heat pumps;
  • Pump replacement (not irrigation related);
  • Cooling fan replacement;
  • Milk vat replacement; and 
  • Reasonable installation costs.

The Government will provide a maximum grant of $50,000 (excluding GST). Grants will be provided on a $1 for $1 cash co-contribution basis. Recipients are required to contribute at least 50 per cent of the total cash costs of the project.

Eligibility criteria

  • Be a dairy farmer seeking support for items on the list above for the Tier 1 streamlined dairy grants
  • Be a business with an ABN 
  • Have an eligible dairy farm business located in Victoria
  • Spend more than $8,000 per annum (including GST) on energy inclusive of electricity, gas, LPG and diesel (excluding energy for transport)
  • Be a legal entity
  • Be able to meet the required cash co-contribution (at least $1 for every $1 provided)
  • Attest to having obtained all relevant regulatory approvals for the project to commence (where applicable)
  • Meet all industrial relations obligations as an employer in accordance with the National Employment Standards
  • Agree to participate in future program evaluation activity.

Drought Infrastructure Grant

A grant of up to $5,000 is available per farm business to assist farmers to make on farm infrastructure improvements to help with the management of drought or enhance the longer-term viability of the farm. Eligible businesses will be required to provide dollar for dollar co-contribution.

Examples of Eligible Improvements Include

  • Construction or upgrade of stock containment areas i.e. fencing/gates.
  • Reticulated water systems using pumps, piping, tanks and troughs for livestock.
  • Irrigation system upgrades.
  • Permanent repairs to fixed infrastructure i.e. irrigation pumps, repairs to piping, replace troughs, upgrade tanks.
  • Improved water infrastructure for stock management i.e. consolidating/enlarging farm dams.
  • Farm development to improve drought management efficiencies to farm production systems i.e. soil moisture monitoring, weather stations, telemetry sensor equipment.
  • Grain and fodder storage i.e. silos, silage bunkers, hay sheds.
  • Internal re-fencing to better match property layout with land capacity.
  • Fencing for the exclusion of wildlife to protect and manage crops and pastures.
  • Addition of shelter belts for shade and associated fencing.
  • Upgrading of areas to deliver to deliver better productivity and profitability i.e. laneway upgrades.
  • Feeding system upgrades i.e. feed pads or feed troughs.
  • Adoption of precision farming techniques i.e. auto-steer tramlining, yield mapping and weed-seeker technology.

To be Eligible you are Required to

  • Own, share or lease a farm business located in the following shires (Wellington, East Gippsland, Swan Hill, Gannawarra, Loddon, Campaspe, Greater Bendigo, Greater Shepparton, Moira, Strathbogie, Benalla, Wangaratta, Wodonga, Indigo, Alpine, Towong, Mildura, Hindmarsh, Yarriambiack, Buloke, Horsham or Northern Grampians).
  • Be registered as a primary producer with the ATO and have an ABN and be registered for GST.
  • Have a right or interest in the land for the purpose of primary production.
  • Contribute more than 51% of his/her labour to the farming enterprise.
  • Derive 51% of gross annual income from the farm business OR made a minimum farm related capital investment of $50,000 (excluding land) in the farm business.
  • As a guide farm turnover would exceed $50,000 per year under normal business conditions.
